You aren't the first person to have an issue with this.....I think its some glitch because Kyle hasn't updated the game in like a month.
If I were you I would wait several days to see if you are given deluxe. Out of experience though, I personally think that deluxe is the best think to get with tank coins, and lifetime deluxe is definitely worth it if you plan on being around for a while.
