Do I have to activate my Air Strike upgrade for online battle? Probably sounds stupid, but... :(

I think I have encountered a problem with the game, which I can't really figure out if something meant to be in the actual game or a bug.

I unlocked the Helicopter Strike earlier today in the last battle I could do before having to leave for something. I only got to test it in the firing range real quick. Then I got on later to play and I got the Air Strike, but it wasn't the leveled up version. Then a bit later I got the sniper leveled up and it was the level 2 sniper I had in game. But even now the level 2 air strike is in firing range, but not in multiplayer.

Is this suppose to happen or is it a bug?

You have probably just been unlucky so far and have not gotten it. When you level up a weapon you still have a chance of getting the level 1 version in game.
