i don't see the problem. it doesn't lower the sill ceiling at all. if you can see the enemy hp then it helps the player determine what weapon to use to finish the job. this promotes learning which weapons do a certain amount of damage from which distance to do a specific amount of damage.
I think it would make a great optional feature for game creation, honestly. Imagine only relying on hit points to determine how much HP your enemy has left. The anxiety would be definite.
You just answered your own question. Being familiar with your weapons is not an issue like it wasn't in SSL2. I'm sure we all had matches where we thought we could kill our opponent but he survived with 10hp left.
