I'm not understanding this question so let me split it into 2 questions. Can I put a video as my avatar? No, but you can use GIFs. Can I put a video link on my profile page? As long as it's not 18+.

GIF is an animated picture. Ex: 18+ is something that's overly gore, pornographic, etc. If you think it's 18+, beware the **********'s ban....
