20 FPS - Must Restart To Get 60

As the summary says in the title, every time I start up Shellshock Live on Steam, I will start with a low FPS of 20 (as indicated by FRAPS, though for some reason it seems to glitch and have multiple numbers overlayed on the FPS counter).

I have to restart my actual computer (doing Steam on its own doesn't work) for it to go back to a normal FPS count. I play with 2560 x 1440 resolution, though I have a 3440 x 1440 monitor, with Ultra settings enabled. My PC is high spec and the latest drivers were installed not long ago, so I doubt it's anything in that department, and more likely to do with either Steam or the game itself.

Help would be appreciated, so I won't have to restart my PC each time I have to play the game.

 

Whenever I use fraps it works fine, I have never come across this issue.
