I would suggest Retro Weapon Pack 1. Mainly because most of it's weapons can do a little bit over 100+ damage. As opposed to Retro Weapon Pack 2's weapons which not many can do 100+ damage. Of course they have to be level 5 to do that much damage.

Personally, I would choose 1 for serious play and 2 for fun. It's really up to you though.

It all comes down to opinion... They are pretty even... Retro 1 has a few weapons that do little damage, where, retro 2 has weapons that can do average damage and nothing less. Floaters, Lightning, Tricky Box, and Corkscrew are average I would say...
Throwing Star, Wobbler, EE bomb, Driller and Wild One are the averages for retro 2... Gatling gun can be considered average I guess too.
Now that I think about it, Retro 2 might even be a tiny bit better than 1.
Sure, retro 1 has amazingly powerful weapons, but retro 2 has a nice spread of weapons that use positioning to their advantage (I guess? xD)
...Man all this talk of these weaps is making want to go play ssl1.
