Weapons damaging the tank without contacts

I shot Cactus Strike on the map and there is no way the shots would deal damages on the tank.
What the heck?

 

It happens when you move the firing range tank to a new location and fire before it reaches its location.

 

I've already moved the tank, then resetted the map with no winds, and then when I shot this weapon it somehow damaged the tank once.

 

Level 3 cactus strike bless you .

 

Yeah I know right..
I can't level it up, in other words it sucks... Sometimes awesome though.
