there should be an option where you can set a time limit for a game (5 min, 10 min, 15 min) to see how many points you can get in that certain amount of time. there is no "move only, shoot only), you just shoot rapid fire against the opponent(s). there is no time limit to shooting, and to avoid people only shooting once per game, there would be a max of 30 seconds without shooting and the "turn" would end. it would be a fun combination of accuracy and fat shooting for people that like to get a lot of xp and points.
there could be individual shot, team shot, and all shot incorportated too with the same rules as above.

I like this idea. The 30 seconds per shot would really help fix the issues.

Hey, man, he means unlimited shooting, as in no turns. But you can shoot once every 30 seconds, but it doesn't matter when...

    This is complicated!!
But if so, then people will just stay currently without shooting, and people will hafta quit.

Dude, seriously. The actual whole game is set to 5~15 minutes. But they shoot once every 30 seconds, but it doesn't matter when they start.

but theres one flaw to it, you dont shoot once every 30 seconds
you can shoot as many times as you want as long as you and the opponent are ready. there is just a 30 second time limit for someone to be afk before the other person can shoot again
