why are low lvl weapons added so bad?

Why I dont't get the weapons that I deserved.
I'm lvl 84 btw, but I can barely get like for ex. cosmic rift or flaming arrow etc.
Every time when I join a game i get like pepper or shot,it just pisses me of for no reason.

 

B-but Shot is the best weapon in the game.

Also, the lower level weapons are there for a reason. You have more of them unlocked than higher level weapons, so more of them appear in your inventory, which is randomly generated each game, as far as I know.

the more good weapons you get, the more likely it is that youll get one each round.
